Setting custom tracking increments

I have a client who wants me to track my time in 15 minute blocks.

It would be very helpful if we could, on a project by project basis, set the incremental period for tracking.

So that if set to 15 minutes, the start would begin with 15:00 filled, then when the time hit 15:01, the time would automatically advance to 30:00 and so on.
